Rezoning proposals in District 6

Dear Community Leaders and Residents of District 6,

I have been working over the last several weeks to finalize the zoning
amendments that I wish to make onto Bill 44-11. I have listed the proposals
below. Some are modifications of existing proposals in the bill, and others
are new amendments, submitted by applicants in accordance with the
procedures laid out before the bill was introduced. In all cases, I have
worked with the Office of Planning and Zoning (OPZ), the applicants, and
nearby communities or civic associations to try to come up with the best
possible proposal.


I intend to introduce these amendments at the Council Meeting on Monday
night (7 PM on 7/18). There will be a public hearing on the amended bill
prior to the voting session. Amendments will be introduced during the voting
session. If you have opinions on the current version of the bill, any of my
proposed amendments listed below, or any other potential amendment requests,

There will be one more meeting, on August 1st, where amendments will be allowed to be
introduced. The final bill will be voted on during the Council Meeting on 8/15.

Here are my proposed amendments for 7/18. They are listed by either the
proposal number in the current bill, e.g. 6-3, or by the amendment request
number, e.g. CC-2.

Proposals in the bill:

6-2: This amendment concerns multiple properties on the south side of
Bestgate Rd near Old Admiral Court. The existing zoning is R15, and OPZ
recommended converting all parcels to C2 in the existing bill. We contacted
all of the landowners and some of them did not wish to be rezoned, and
preferred to retain their residential zoning. This amendment carves out
those residents, which fortunately were in a block in the rear of the area.

6-3: This amendment concerns multiple properties on the south side of
Bestgate Rd, near Medical Pkwy. In the bill, OPZ recommended a Commercial
District here, with an existing gas station getting C1 zoning, and the
remaining properties getting C2 zoning. All properties are currently zoned
R22 (high density residential). My amendment will change the proposed zoning
for three parcels (the gas station and the two immediately behind it) to C4,
to conform to the existing uses. The other parcel on Bestgate will remain
C2, and the parcel furthest to the south will revert to residential, in
accordance with the wishes of the owner.


6-25: This amendment will restore the original RLD zoning to the "Wedding
Chapel" property on Generals Hwy. The current bill proposes SB (Small
Business), but this is strongly opposed by the surrounding communities and
is not supported by the GDP or Crownsville Small Area Plan.

Amendment Requests not in the bill:

CC-19: This is an amendment request which concerns the Holy Temple Church on
the north side of Bestgate Rd, near Lincoln Pkwy. This amendment will
split-zone the property. The front portion of the property is already
developed and this proposal will change it to C2. The back side of the
parcel is very environmentally sensitive and will not be rezoned. The owners
wish to place the rear portion into conservation easement so that it may be
preserved forever.



CC-18: This amendment concerns a parcel on Crownsville Road owned by Jones
of Annapolis. The applicant had requested a change of zoning for this parcel
from R2 to W2. Jones currently uses the adjacent parcel (immediately to the
east and fronting Crownsville Rd.) for a rock-crushing operation. OPZ has
recommended W2 for that parcel, but not the second parcel. The applicant has
indicated that he will not expand his construction use, but will instead use
this parcel for parking and storage, which is only allowed in C4 or W2
zoning. He has also indicated he will maintain a buffer to the R2 property
to the East. This will allow the applicant to move his vehicles from their
current location at the corner of Generals Hwy and Housely Rd.

CC-9: This amendment concerns a parcel owned by Ralph Simmons, near the
intersection of Housely Road and Defense Hwy. It is surrounded on two sides
by high density commercial (big box retail, gas stations, etc). There is a
small, single family residential community immediately to the west, but it
is buffered by a strip of community property. I had originally pursued a SB
zoning change here, but OPZ did not feel that was appropriate use in this
vicinity. After consulting with them, I am considering a C1 or C2 change
here.

CC-2: This amendment concerns the Chesapeake Veterinary Center on the north
of Bestgate Rd near Severn Grove Road. This veterinary clinic, which serves
the Annapolis and broader community, is in need of additional space for
rehabilitation and other specialty facilities which can not be accommodated
in the existing facilities. This amendment will allow them to expand their
facility along the frontage of Bestgate, while preserving the
environmentally sensitive area behind it (which they own). The owners intend
to place the environmentally sensitive portion into conservation easement
for permanent preservation.
